Options for SEHIP Members With Other Group Health Insurance (OGHI)

The following plans are available to state employees when they have OGHI available through a spouse, other employer or previous employer:

State Employees’ Supplemental Coverage Plan (Supplemental Plan)

  • The Supplemental Plan, administered by Blue Cross and Blue Shield of Alabama (BCBS), is free for you and your eligible dependents.
  • The Supplemental Plan pays for copays and/or deductibles that your primary OGHI does not cover 100%.
  • Members enrolled in the Supplemental Plan can enroll in or continue dental, vision, and/or cancer coverage with the SEIB.
  • Members enrolled in the Supplemental Plan can disenroll and return to the State Employees’ Health Insurance Plan (SEHIP) on the first day of any month.
  • Eligible to participate in the SEIB wellness program.

You may not enroll in the Supplemental Plan if your OGHI is with the SEHIP, Public Education Employees Health Insurance Program (PEEHIP), Local Government Health Insurance Program (LGHIP), the Marketplace, TRICARE, TRICARE for Life, Medicaid or Medicare. Also, OGHI plans with an in-network deductible higher than $1,250 for individual or $2,500 for family coverage are not eligible.

Premium Cash Option (PCO)

The PCO is a premium only Health Reimbursement Account funded solely by the State of Alabama from which active employees are reimbursed for OGHI premiums.

  • Enrollment in the PCO is free.
  • Must be an active, full-time state employee.
  • As of January 1, 2017, PCO reimbursement is $175 to offset your OGHI premium.
  • The monthly reimbursement can be mailed directly to you or direct deposited into a savings or checking account.
  • If your monthly premium is less than $175, the remaining balance is placed in your account for later use.
  • Members enrolled in the PCO can disenroll and return to the SEHIP on the first day of any month.
  • Eligible to participate in the SEIB wellness program.

You may not enroll in the PCO if your OGHI is with the SEHIP, the Marketplace, Medicaid or Medicare.

SEIB Optional Insurance Plan (Optional Plan)

The Optional Plan, administered by Southland National, offers you four coverages in one! This option provides the following great benefits:

  • Enrollment in the Optional Plan is free.
  • The Optional Plan provides dental, vision, hospital indemnity, and cancer coverage, all in one.
  • The dental benefits included in the Optional Plan include an extensive provider network with enhanced benefits.
  • After 12 months in the Optional Plan, members can disenroll and return to the SEHIP during Open Enrollment or if a qualifying event occurs.
  • Eligible to participate in the SEIB wellness program.

You may not enroll in the Optional Plan if your OGHI is with the SEHIP, Medicaid or Medicare. If you are an active employee and your primary coverage is TRICARE or TRICARE for LIFE, you are not eligible for the Optional Plan.

Options for SEHIP Members Without Other Group Health Insurance (OGHI)

Decline All Coverage

State employees have the option to decline all health coverage options offered through the SEIB. If you are enrolled in a dental plan and select this option, your dental coverage will continue unless you submit a separate Dental Insurance Enrollment/Cancellation Form (IB21).

State Employees’ Health Insurance Plan (SEHIP)
Group 13000 - Administered by BCBS

The SEHIP, administered by BCBS, is typically the plan state employees choose when they do not have OGHI coverage available through a spouse, other employer or previous employer. Members who choose this option:

  • Pay a monthly premium.
  • Pay copays and/or deductibles for health and pharmacy services.
  • May be subject to monthly 1) wellness premiums, 2) premiums for tobacco use and 3) spousal surcharge for adding a spouse as a dependent.
