Health Options
The State Employees' Health Insurance Plan (SEHIP) is basic hospital medical coverage administered by BlueCross BlueShield of Alabama (BCBS) and pharmacy benefits administered by Prime Therapeutics. This plan is offered to state employees. It is intended to help you and your covered dependents pay for healthcare costs. This option requires:
- Monthly premiums
- Copays, coinsurances, and/or deductibles for health and pharmacy services

Prescription benefits under the SEHIP plan are administered by Prime Therapeutics.
The Premium Cash Option (PCO) is a premium-only Health Reimbursement Arrangement (HRA) administered by Optum Financial and funded by the SEIB to reimburse full-time, active State employees for eligible Other Group Health Insurance (OGHI) premiums.
- There is no fee to enroll.
- Reimburses up to $350 per month to offset your Other Group Health Insurance (OGHI) premium. If your monthly premium for your primary insurance is less than $350, the balance will accumulate to use for eligible expenses and/or insurance premiums in retirement.
- The monthly reimbursement can be mailed directly to you or direct deposited into your checking or savings account.

The Limited Purpose HRA allows active employees of the State of Alabama to obtain reimbursement of eligible dental and vision expenses on a nontaxable basis from their HRA account.
- SEIB contributes $350 per month to help you pay for eligible out-of-pocket dental and vision costs.
- This plan is ideal for those with other group (employer plans) or non-group (individual or governmental plans) health insurance coverage. This plan cannot be used with any of the health plans offered by the SEIB.
- Funds not used for dental or vision expenses will continue to accumulate in the account for future use.

The Southland Optional Plan provides dental, vision, cancer, and hospital indemnity coverage, all-in-one. Participants may elect individual or family coverage. This option provides the following great benefits:
- There is no fee to enroll.
- Dental and vision will coordinate with other dental and vision coverage.
- Cancer and Hospital Indemnity benefits are paid directly to you regardless of other coverage.
- Enrollment entitles the subscriber and their family to a discounted hearing network through TruHearing.

The Supplemental Plan is administered by Blue Cross Blue Shield of Alabama. If you enroll in coverage through an eligible employer group health plan, you can opt out of the SEHIP and elect supplemental coverage through the SEIB, at no charge. The Supplemental Plan will cover most of your out-of-pocket expenses that your primary Other Group Health Insurance (OGHI) does not cover 100%.
- There is no fee to enroll.
- Eliminate copays, coinsurances, and/or deductibles when you primary coverage does not pay 100%.
- You can enroll in or continue Stand-alone dental, vision, and/or cancer policy coverage with the SEIB.

State employees have the option to decline all health benefit options offered through the SEIB. Employees who decline health coverage may apply for health coverage during annual open enrollment or as otherwise specified in the SEHIP handbook. Special Enrollment is available for all employees who lose their other employer group health coverage, subject to the rules and procedures established by the SEIB.
